There is in addition a telephone clerk at
the Disinfecting Station who also acts as a Draughtsman.
RECOMMENDATIONS:-
(1). The office of Head Clerk to the Medical
Officer of Health should, I think, be abolished, the duties which he has performed can be arranged for departmentally. I
do not see any necessity for a European Clerk, in my opinion the
Secretary should arrange for the performance of this work; this
has been done during the past two months and the Acting Medical
Officer of Health has been relieved of much of the clerical
work formerly done by Dr. Clark, and therefore has been able
to devote more of his time to out-door work.
(2). As the Senior Correspondence Clerk Mr.
Lo Man Kai is the most reliable clerk in the Department and acts
as Accountant, I would recommend that he be placed in Class IV
and receive from the 1st. January next year the salary of this
class, viz:- $1,200 rising to $1,500. He is now receiving $960
a year. In connection with this, I would refer you to the re-
commendation of the Committee consisting of the Treasurer and Professor Simpson dated April 3rd., 1902, in C.S.0.No.535 of
1902.
(8). In place of the two clerks, Messrs. Lam
Kai Un and Ng Luk, who are of very little use, I recommend that
their services be dispensed with, and that one clerk who can
typewrite well should be obtained at a salary of $660 rising to $840 a year (Class VI).
I have etc.,
(Sa.) J. M. Atkinson,
President,
Sanitary Board.
